1) MIND INVASIVE TECHNOLOGY – By Ms. Carole Smith
a) In January 1998, an annual public meeting of the French National Bioethics Committee was held in Paris. Its chairman, Jean-Pierre Changeux, a neuroscientist at the Institut Pasteur in Paris, told the meeting that “advances in cerebral imaging make the scope for invasion of privacy immense. Although the equipment needed is still highly specialized, it will become commonplace and capable of being used at a distance. That will open the way for abuses such as invasion of personal liberty, control of behaviour and brainwashing. These are far from being science-fiction concerns…and constitute “a serious risk to society.” (“Nature.” Vol 391, 1998.
b) In January 1999, the European Parliament passed a resolution where it calls “ for an international convention introducing a global ban on all development and deployment of weapons which might enable any form of manipulation of human beings. It is our conviction that this ban can not be implemented without the global pressure of the informed general public on the governments. Our major objective is to get across to the general public the real threat which these weapons represent for human rights and democracy and to apply pressure on the governments and parliaments around the world to enact legislature which would prohibit the use of these devices to both government and private organisations as well as individuals.” (Plenary sessions/Europarliament, 1999)
c) In October 2001, Congressman Dennis J. Kucinich introduced a bill to the House of Representatives which, it was hoped would be extremely important in the fight to expose and stop psycho-electronic mind control experimentation on involuntary, non-consensual citizens. The Bill was referred to the Committee on Science, and in addition to the Committee on Armed Services and International Relations. In the original bill a ban was sought on ‘exotic weapons’ including electronic, psychotronic or information weapons, chemtrails, particle beams, plasmas, electromagnetic radiation, extremely low frequency (ELF) or ultra low frequency (ULF) energy radiation, or mind control technologies. Despite the inclusion of a prohibition of the basing of weapons in space, and the use of weapons to destroy objects or damage objects in space, there is no mention in the revised bill of any of the aforementioned mind-invasive weaponry, nor of the use of satellite or radar or other energy based technology for deploying or developing technology designed for deployment against the minds of human beings. d) In January 2000 the Lockheed Martin neuroengineer Dr John D. Norseen, was quoted (US News and World Report, 2000) as hoping to turn the electrohypnomentalaphone, a mind reading machine, into science fact. Dr Norseen, a former Navy pilot, claims his interest in the brain stemmed from reading a Soviet book in the 1980’s claiming that research on the mind would revolutionize the military and society at large. By a process of deciphering the brain’s electrical activity, electromagnetic pulsations would trigger the release of the brain’s own transmitters to fight off disease, enhance learning, or alter the mind’s visual images, creating a ‘synthetic reality’. By this process of BioFusion, (Lockheed Martin, 2000) information is placed in a database, and a composite model of the brain is created. By viewing a brain scan recorded by (functional) magnetic resonance imaging (fMRI) machine, scientists can tell what the person was doing at the time of recording – say reading or writing, or recognise emotions from love to hate. “If this research pans out”, says Norseen, “you can begin to manipulate what someone is thinking even before they know it.” But Norseen says he is ‘agnostic’ on the moral ramifications, that he’s not a mad scientist – just a dedicated one. “The ethics don’t concern me,” he says, “but they should concern someone else.”
2) In San Leandro, Dr. Elizabeth Rauscher, director of Technic Research Laboratory, has been doing ELF/brain research with human subjects for some time. One of the frequencies produces nausea for more than an hour. Another frequency, she calls it the marijuana frequency, gets people laughing. “Give me the money and three months,” she says, “and I’ll be able to affect the behavior of eighty percent of the people in this town without their knowing it.”….

In 1948 Norbert Weiner published a book, Cybernetics, defined as a neurological communication and control theory already in use in small circles at that time. Yoneji Masuda, “Father of the Information Society,” stated his concern in 1980 that our liberty is threatened Orwellian-style by cybernetic technology totally unknown to most people. This technology links the brains of people via implanted microchips to satellites controlled by ground-based supercomputers.
When a 5-micromillimeter microchip (the diameter of a strand of hair is 50 micromillimeters) is placed into optical nerve of the eye, it draws neuroimpulses from the brain that embody the experiences, smells, sights, and voice of the implanted person. Once transferred and stored in a computer, these neuro-impulses can be projected back to the person’s brain via the microchip to be re-experienced. Using a RMS, a land-based computer operator can send electromagnetic messages (encoded as signals) to the nervous system, affecting the target’s performance. With RMS, healthy persons can be induced to see hallucinations and to hear voices in their heads.
4) One reason is that this technology, that begun to develop in the early 1950s is by now very advanced but the public is unaware of it and it goes completely unregulated. There is also a complete amnesia about its early development, as Lars Drudgaard of ICAACT, mentioned in one of his interviews last year. The CIA funded experiments on people without consent through leading universities and by hiring prominent neuroscientists of that time. These experiments have since the 50s been brutal, destroying every aspect of a person’s life, while hiding behind curtains of National Security and secrecy but also behind psychiatry diagnosis.
The second is that its backside –mind reading, thought police, surveillance, pre-crime, behavior modification, control of citizen’s behavior; tastes, dreams, feelings and wishes; identities; personalities and not to mention the ability to torture and kill anyone from a distance — is completely ignored. All the important ethical issues dealing with the most special aspects of being a free human being living a full human life are completely dismissed. The praise of the machine in these discourses dealing with not only transhumanism ideals but also neuroscience today has a cost and that is complete disrespect, despise and underestimation of human beings, at least when it comes to their bodies, abilities and biological functions. The brain is though seen as the only valuable thing; not just because of its complexity and mysteries, but also because it can create consciousness and awareness. We’re prone to diseases, we die, we make irrational decisions, we’re inconsistent, and we need someone to look up to. In a radio interview on Swedish “Filosofiska rummet” entitled “Me and my new brain” (Jag och min nya hjärna), neuroscientist Martin Ingvar referred to the human body as a “bad frame for the brain”. Questions about individual free will and personal identity were discussed and the point of view of Martin Ingvar was very much in line with José Delgado’s some 60 years ago, and its buried history of mind control: we don’t really have any choice, we’re not really having a free will or for that matter any consistent personality. This would be enough reason to change humans to whatever someone else wishes. For example, an elite.
5) While the Global Positioning System can track aircraft, there is a system of satellites in orbit right now that can track microchips injected into humans.
Dr. Carl Sanders, an engineer for 32 years and the designer of the Intelligence Manned Interface (IMI) biochip for use in humans, told the “Monetary Economic Review” that “There are new satellites going up (such as the) 66 satellites that ‘Motorola is putting up in conjunction with the Russians. These are low-orbiting satellites.”
He explains that certain microchips can be picked up by satellite. “We used this with military personnel in the Iraq war where they were actually tracked using this particular type of device.”
The concept of tracking children with microchips is already generating interest. The Associated Press reports that Dr. Daniel Man, a plastic surgeon in Miami, Florida could locate lost children or find Alzheimer’s victims… The device would emit a signal that could be monitored through a cellular system, and possibly by satellite.
Sematech in Austin, Tex., developed a computer chip in 1993 that is only 0.35 microns wide — roughly 1/200th the size of a human hair.
Such type of tiny chip or even if it is 200 times bigger (which mean it is about the thickness of the a human hair) can be easily injected into the human body during vaccination without the person’s knowledge. Therefore, the government operatives can track targeted citizens at any place after these kind of ID-chips have been injected into their bodies.
Dr. Carl Sanders is especially concerned about Big Brother’s exploitation of the microchip. Sanders is an electronics engineer, inventor, author and consultant with extensive background in designing surveillance system equipment for the CIA, FBI and the Customs Department in Atlanta. Although he worked on designing the microchip years ago, he is now concerned that it will be misused.
Sander fears that a Smartcard, invisible tattoo, or electronic microchip under the skin may be used to enforce immigration laws.
6) In his pioneering work, Dr. Ross Adey determined that emotional states and behavior can be remotely influenced merely by placing a subject in an electromagnetic field. With GWEN’s electromagnetic field covering the entire country, it is the same to place all people in a electromagnetic field. By directing a carrier frequency to stimulate the brain and using amplitude modulation to shape the wave to mimic a desired EEG frequency, he was able to impose a 4.5 CPS theta rhythm on his subjects.
Col. John Alexander is deeply involved in life control surveillance system and is dedicated to the development of “super-human soldier” with enhanced abilities leading to ‘invisible warrior.”
Col. John Alexander is a scientist who had studied death science and is an expert on sound & radiation wave weapons which can be used to induce illness or death on human for no apparent reason.
According to researcher C. B. Baker’s article: “Alexander first became known to the public through his December, 1980 MILITARY REVIEW article titled, THE NEW MENTAL BATTLEFIELD. That article clearly described the LETHAL nature of many of the so-called “non-lethal” weapons, Describing Soviet development of psychotronic weapons, Alexander stated: “The ability to … CAUSE DEATH can be transmitted over distances, thus inducing illness or death for no apparent reason.” These “weapons would be able to induce illness or death at little or no risk to the operator”.
In recent decades, John Alexander has directed the development of mind control technology, sound & radiation wave weapons.
7) THE BODY ELECTRIC by DR. ROBERT BECKER (1985)
a) The Central Intelligence Agency funded research on electromagnetic mind control at least as early as 1960, when the notorious MKULTRA program, mostly concerned with hypnosis and …, included money “for adapting bioelectric sensing methods to SURVEILLANCE and INTERROGATION, as well as FOR FINDING TECHNIQUE OF ACTIVATION OF HUMAN ORGANISM by REMOTE ELECTRONIC MEANS.”
Their goal (development of method to remote-control human beings’ activation and bodily function) can be clearly illustrated by three major focuses of the mind control research program (as documented in John Marks’ book, The Search for the Manchurian Candidate, an investigative report on the CIA’s mind control research).
1. To construct a brain map and then use the map to remotely control the activation and bodily functions of the human organism:
In 1953, the mind control program “MKULTRA” began. Concurrently, NIH scientist, Dr. John Lilly, was developing a “brain map”. He “map the body functions controlled from various locations in the brain.” By electrically stimulating monkeys’ brains, he discovered the precise center of a monkey’s brain that causes pain, fear, anxiety and anger. He had also found some separated parts of the brain that can control erection, ejaculation, and orgasm in male monkeys. Soon, CIA officials approached Dr. Lilly seeking collaboration. The cooperation quickly ended, and Dr. Lilly abandoned his research because he could not tolerate that CIA might use the remotely controlled electrodes (strategically implanted) in human brains.
In 1960, Dr. Stephen Aldrich (head of Office of Research & Development in the CIA) led the scientists working under him to advance the “brain map” research. After searching through all available literature on the brain, they mapped out the parts of animals’ brains that produced reactions when stimulated.
2. Based on the “brain map” research, scientists developed method of using radio (or electrical) signals to remotely control the activation of animal organisms and animals’ activities:
“The researchers actively placed the electrodes in the brain of animal and-probably-men. Then, they use the electrical and radio signals to control their subject’s movements.”
In April, 1961, they reported “we now have production capability.” It means they can control subject’s bodily functions (e.g., induce erection, ejaculation) and mental function (e.g., emotional reaction) by influencing different parts of the subject’s brain.

3. Adapt remote control technique developed on the animals for use on man:
De-classified CIA’s mind control research document confirmed that they can remote-control animals’ activities by 1961. The document goes to say these methods would be adapted for use on man.
(In November, 1961, a CIA document stated that: “The remote control of activities in several species of animals had been demonstrated (…). The evaluation will be conducted toward the application of selected elements of these techniques to Man.”
Clearly, the mind-control researchers can remote-control the activation of human organism with electric signals since the early 1960s. It should take only a year to adapt these technologies developed on animals to be used on man.
b) Cross Current_ by Dr. Robert Becker 1990
The natural geomagnetic field is a complex structure, resulting from the interaction between the simple magnetic field of the Earth and the energy that pours from the sun. However, researchers now tell us that the complex environment in which we live does, indeed, contain immense, unseen forces-the forces of electromagnetism–that do effect living things. These unseen forces have played an important role in the origin and evolution of life, and they still regulate our everyday lives (including our health and well-being).
Therefore, such kind of change in the magnetic field of Earth will not only create an artificial electromagnetic field to be used in mind manipulation, but also will affect human health and well-being (animal and plant life will also be influenced). Furthermore, such kind of ELF can also be specially designed and used to input the man-made subliminal message of mind manipulation to a large population.
8) “ASSASSINATION BY ‘NATURAL CAUSES’ – CIA Considered Inducing Death” _Washington Post_ (4/2/79)
According to Washington Post report on 4/2/1979, since 1950s, Office of Strategic Services (the World War II predecessor of the CIA) researched on methods to induce death (e.g. heart-attack, cancer) to knock off or assassinate their targets, so the targets appeared to die of natural causes.
9) “SOME ASPECTS OF ANTI-PERSONNEL ELECTROMAGNETIC WEAPONS” by David G. Guyatt (8 March 1996)
Additional studies conducted by Dr. Ewen Cameron, and funded by the CIA, were directed towards erasing memory and imposing new personalities on unwilling patients. Cameron discovered that electroshock treatment caused amnesia. He set about a programme that he called “de-patterning” which had the effect of erasing the memory of selected patients.
Dr. Emery Horvath, a professor of physics at Harvard University has stated in connection to the generator that interferes with human brain waves that,
“These electronic ’skull-zappers’ are designed to invade the mind and short circuit its synapses… in the hands of government technicians, it may be used to disorient entire crowds, or to manipulate individuals into self destructive acts. It’s a terrifying weapon.”
10) Dr. Robert Becker (in his 1985 book The Body Electric) also wrote about research on illness/death inducing technology .

In the 1960s, Dr. Frey reported that he can use the microwave radiation to speed up, slow down, or even stop the isolated frog hearts by synchronizing the pulse rate of the microwave beam with the beat of heart itself. Similar results have been obtained using live frogs, indicating that it’s technically feasible to produce heart attack with a ray designed to penetrate the human chest.
“It is technically feasible to produce heart attack(s) with a ray designed to penetrate the human chest”. By using specially designed microwave radiation, victims’ heart rate can be speed-up to induce heart dysfunction and cause “heart attacks.” This type of microwave radiation weapon can be used illegally to kill people and make the death to appear as the results of natural causes.
Another one development on this kind of weapon had been reported. According to US News & World Report (7 July 97): Since 1960s, the Pentagon has been pursuing radio-frequency weapon capable of killing targets remotely.
11) “WONDER WEAPONS” by Douglas Pasternak – US News & World Report – (7 July 1997)
The article states: the Pentagon has been pursuing similar devices since the 1960s. The radio-frequency weapon (which Pentagon was developing) are designed to cause targeted individual’s heart to malfunction. If used at full power, it can quickly disable the targeted individual’s heart and make the target to appear to die from heart attack.
However, they built GWEN system in 1980. They claim it can be used to maintain defense communications in case of a nuclear war on surface. In reality, the entire country is covered in an electromagnetic field by the GWEN system’s VLF waves. Also, its waves can wire every home, car, boat, etc. Thus, the original designed surveillance program which was submitted to Nixon in 1971 has been finally built.
• Bodily Control: Control citizens’ emotional states & behaviors via Ground Wave Emergency Network which was built in 1980.
“GWEN is a superb system, in combination with cyclotron resonance, for producing behavioral alterations in civilian population.” (_Cross Currents_, p. 303).
Ground Wave Emergency Network (GWEN) was begun in the 1980s by US government and consists of approximately 300 towers. Each tower is 300-500 feet high and broadcast signals in the VLF (very low frequency) range 150 – 175 kHz. The signal is transmitted by ground wave – electromagnetic field which hug the ground-rather than radiating into the atmosphere. Each GWEN station transmits to a 360-degrees circle radiating out from it to a distance of about 250 to 300 miles.” (_Cross Currents_ by Dr. Robert Becker)
GWEN towers are built on elevated ground to avoid obstructions. The emitting ground waves hug the ground and cover the region from the heights of the tower to the ground. For example, to cover a big city like New York, the tower would be built on land that has higher elevation than New York. Thus, the signals from the tower would cover a region extends from the height of Empire State Building down to the ground (penetrate the basement of every house & public building).
These ground waves will be like a wireless (electromagnetic waves) web which covers every street, highway, home, building, shopping center, etc. in America from at least 500 feet high in the air down to the ground including any underground structures.
Manipulate the minds of the civilian population
“GWEN is a superb system, in combination with cyclotron resonance, for producing behavioral alterations in civilian population. The average strength of the steady geomagnetic field varies from place to place across the United States. Therefore, IF ONE WISHED TO RESONATE A SPECIFIC ION IN LIVING THINGS IN A SPECIFIC LOCALITY, one would require A SPECIFIC FREQUENCY FOR THAT LOCATION. The spacing of GWEN transmitters 200 miles apart across the United States would allow such specific frequencies to be ‘TAILORED TO THE GEOMAGNETIC FIELD STRENGTH IN EACH AREA.’ ” (_Cross Currents_, p. 303).
The VLF also can be use to directly modify the behaviors of the population.
12) “NEW WORLD ORDER & ELF Psychotronic Tyranny” by C. B. Baker
Research revealed that there is a natural wave guide between the ionosphere and the earth which could be used to propagate very-low-frequency radiation and guide it to selected locations on the earth.
Studies showed that low-frequency wave subtly affected the Electrical behavior of the brain.”
“The alpha-wave frequency of the human brain is eight to twelve hertz (cycles per second). The ionospheric wave guide oscillates at eight hertz, making it a good harmonic carrier of low-frequency (LF) waves. These are such long waves that they are virtually impossible to detect. Pentagon reports apply LFS to DEMOBILIZING THE PRODUCTIVE CAPACITY OF A CIVILIAN POPULATION in time of war.”
13) SURVEILLANCE TECHNOLOGIES BEING REPORTED IN THE MEDIA

According to “New Scientist” 1995, microwave image device use two small microwave radars to accurately monitor people’s locations and even the location of the organs through walls and display it on the computer screen.
If you want to see the surveillance, take a trip into the world of millimetre waves and the video cameras that are sensitive to them. People are stripped of their clothes and become featureless, luminous humanoids. Silhouetted against their bodies and suspended as if by magic, hang coins, buckles, pens and keys. Cars are dark and sinister, although their hot radiator grills are bright. Only the steel in reinforced concrete shows up, so buildings look more like cages of copper pipes and electricity cables than homes and offices. There is little privacy in the world revealed by the millimetre-wave camera. Sitting rooms, bedrooms, bathrooms and lavatories all merge into one open space.
The images make an apt metaphor for the brave new digital world of electronic surveillance. It is a world where there will be nowhere to hide, nor anywhere to hide anything.
There are already devices under development that will see through walls and strip-search suspects from a distance, looking under their clothes and inside their bodies. Individuals may be identified by their unique smells and tracked down, or “recognized” electronically. And thanks to cheap digital video cameras and powerful new search algorithms, individuals will be tracked by computers. There will be no anonymity even in the once welcoming crowds. Millimetre waves sit in the electromagnetic spectrum between the infrared and microwaves. They are emitted by anything that contains water, especially if it is warm. The human body is an excellent source, and it stands out like a beacon at these frequencies.
“Millimetre waves are incredibly useful,” says Steve Bohrer, an electrical engineer at Millitech, a company in Massachusetts that has spent 10 years developing cameras that can spot them. They pass straight through any nonconducting material–this includes almost all clothing and most types of building material, he says. Metals are poor emitters, while dielectric materials such as plastics, ceramics, plastic explosives and powdered drugs lie somewhere in between. The amount of millimetre wave radiation that any of these materials emits also depends on their temperature.
Like visible and infrared light, millimetre waves can be focused to form an image. “It’s not difficult. All you need is a plastic lens,” explains Bohrer. What is more difficult is detecting this image once it has been formed.
In a conventional video camera, light is turned into an electrical signal by sensors known as charge coupled devices (CCDs). An array of CCDs at the camera’s focal plane generates the electronic signal that creates a picture on a monitor. The more sensors in the array, the finer the camera’s resolution, so an important factor is the size of each CCD and hence the number that can be crammed into the array. Most home video cameras have thousands. But CCDs cannot be used to pick up millimetre waves. Instead radio antennas are needed detect the radiation, and the tiny currents induced in the antennas must be amplified into a clear electronic signal. Such devices tend to be relatively bulky.
The trick that Millitech has pulled off is to develop a way of making antennas only two or three millimetres across and then assembling 256 of them into a two-dimensional array.
At a distance of a meter or so the camera can resolve objects a few millimetres across. Like a conventional video camera, the array takes 30 pictures per second. The result is a real-time, moving image of the world in millimetre waves. Millitech’s two prototype cameras can easily spot concealed metal knives and guns against the bright background of the bearer’s body if the temperature of an object is known, it is also possible to identify the material it is made from, by assessing the brightness of the image. Since most concealed objects and packages are kept close to the body, their temperature can be estimated fairly accurately. Using this technique, crystalline substances such as sugar or powdered drugs can be identified clearly, although it is not possible to distinguish between the two.
By 1997, Millitech expects to have a millimetre-wave camera on sale for around $10,000, and a rugged portable version for $80,000.
To complement its camera, Millitech is developing computer software that will scan images produced by the camera and alert a human operator if it spots something suspicious. Fooling the computer will not be easy. “I suppose you could hide a gun inside a hot water bottle filled with water at body temperature.” suggests Bohrer. “But the system would still pick up the rubber bottle.” The only way to beat it will be to hide objects inside the body. The Millitech camera could be a voyeur’s delight. At close range, males and females can be easily distinguished, says Bohrer. The intensity of the millimetre waves that human flesh emits depends on its temperature. A man’s genitals are slightly cooler than the rest of the body so they appear darker. Bohrer says that the computerized scanning system will safeguard people s privacy by doing away with the need for routine human surveillance.
While millimetre-wave cameras ruffle through pockets and clothes, microwave imaging devices will look inside the human body for contraband hidden in even more intimate places (see “The Pocket Radar Revolution,” “New Scientist”, 12 August 1995). Developed at the Lawrence Livermore National Laboratory in California, these devices comprise two tiny radars that broadcast microwave impulses and listen for the reflections. Each radar controls its range by briefly opening its “ears” a short time after each pulse is broadcast, ignoring echoes from nearer or more distant objects. This effectively creates a shell around the radar, which typically has a radius of a few metros. By using two radars with shells that overlap, and varying the size of each shell, it is possible to map an entire volume of space. Such devices have enormous potential for surveillance. They could make strip-searches a thing of the past, for example. To a trained operator, foreign objects inside the body will show up as easily as those outside. And because microwaves pass easily through walls and doors, similar systems could be used to mount a discreet surveillance operation. The radar set should cost only a few dollars to assemble. It is already little bigger than a bar of soap, and could be made much smaller. Only the computing power to assemble the image will be expensive and bulky.
Further down the electromagnetic spectrum, the military electronics manufacturer Raytheon has come up with a way of detecting metal objects using radio waves with wavelengths of a few metres. The idea is that the radiation will excite electrons in a metal object which will radiate energy as they settle back into a lower energy state. The intensity and duration of this secondary radiation will depend on the size and shape of the object. Raytheon hopes to build a detector that bathes people with radio waves, and matches the secondary signal that this produces against a library of radio signatures from objects such as handguns and knives.
14) MILITARY PUBLICATION PARAMETERS (US Army War College Quarterly – the United States Army’s Senior Professional Journal) Spring 1998 Edition, pp. 84-92 also reported that:
“Yet the body is capable not only of being deceived, manipulated, or misinformed but also shut down or destroyed–just as any other data-processing system. The “data” the body receives from external sources–such as electromagnetic, vortex, or acoustic energy waves–or creates through its own electrical or chemical stimuli can be manipulated or changed just as the data (information) in any hardware system can be altered.”
This article confirms that people’s emotions, behaviors can be manipulated. Also, citizens can be murdered with sound or radiation wave weapon (so-called “nonlethal” weapon) & illness/death inducing techniques being used by CIA and NSA operatives.
15) LASER WEAPONS:
The laser beam can penetrate anything and it can be used to injure victims.
The Laser Beam Weapons not only can penetrate everything, but they also can cause serious injury on the victim without leaving external evidence.
From Headline News (10/21/97), the CNN affiliate, did a story on laser eye surgery on eye patients and showed that the surgeries left no injured evidence (on the eyes). This means that after the laser surgery had been performed on the patient’s eyes, it doesn’t leave any evidence of injury which can be seen by human’s normal vision (because the width of the laser beam is so small, and it only burn off the very top layer of the eye balls).
Generally, classified technologies are ahead of civilian technologies by at least thirty to fifty years. So, if civilian scientists have successfully developed this laser surgery technology, it is obvious that the CIA and NSA Elites have similar and in fact better capabilities for many years. Such kind of laser beam attack can be used by the CIA and NSA Psychopaths to injure the citizens’ hearts or kidneys to induce heart or kidney dysfunction (on the targeted people).

According to an article in _Microwave News_ (Nov/Dec 1993), the involved operatives have obtained High Power Microwave weapons.
MICROWAVE NEWS Nov/Dec 1993 reported, in November, 1993, a three day top-secret non-lethal weapons conference took place in the Applied Physics Laboratory at Johns Hopkins University in Maryland. 400 scientists gathered at this University Applied Physics Lab to discuss their work in developing nonlethal weapons technologies including radio-frequency radiation (RF), electromagnetic pulse (EMP) weapon, ELF, lasers and chemical. The meeting was classified. The meeting was attended by numerous scientist, military weapons experts, intelligence officials from state and local police departments. The main purposes of the meeting was to prepare leading law enforcement officials for the use of psychotronic mind-control weapons.
Amongst the subjects covered at the conference were “RADIO-FREQUENCY WEAPONS, HIGH POWERED MICROWAVE TECHNOLOGY, ACOUSTIC TECHNOLOGY” (used to transmit subliminal voices into a victims head), VOICE SYNTHESIS, and APPLICATION OF EXTREME FREQUENCY ELECTROMAGNETIC FIELDS TO NON-LETHAL WEAPONS.” Col. John B. Alexander, Program Manager for Non-Lethal (psychotronic) Defense, Los Alamos National Laboratory, served as PRESENT DAY, U.S. Government use of electromagnetic weapons was described conference chairman.
High power microwave (HPM) weapon can be used on both hardware & humans. According to an international Red Cross document, this weapon can be used as EMP (Electromagnetic Pulse weapon) “which give an operator the same ability to wipe out electronic circuits. The main difference is that new technology on HPM is controllable and can be used without violation nuclear weapons treaties.” When microwaves being pulsed between 10-100 pulses per second, “A HPM (High Power Microwave) weapon employs a high power, rapidly pulsation microwave beam that penetrates electronic components. The pulse action internally excites the components, rapidly generating intense heat which causes them to fuse or melt, thus destroying the circuit .. “An experimental airplane fueled by microwaves transmitted from Earth will take off in Canada this summer; in theory, it could stay aloft for months. By the next century, spacecraft could routinely rise to orbit on engines powered by energy beams, lifting large payloads at a tiny fraction of current cost.” (Broad, William J. “Beam me up, Orville.” Anchorage Daily News, Oct. 9, 1999).
The previous news story demonstrated it is now technologically feasible to direct microwave beam at airplane in flight. So, if involved operative can also target to an aircraft in the sky with their microwave device, they can induce the pilot to fall asleep, thus causing the aircraft to crash.
18) YOU COULD DISABLE A PERSON TEMPORARILY – Eldon Byrd
NEWSWEEK MAGAZINE 8/22/94 reported on a secret Arlington, Virginia meeting between experts from the FBI’s Counter- Terrorism Center and Dr. Smirnov, whose work was described in the publication: “…Using electroencephalographs, Smirnov measures brain waves, then uses computers to CREATE A MAP OF THE SUBCONSCIOUS AND VARIOUS HUMAN IMPULSES, such as anger or the sex drive. Then through taped SUBLIMINAL MESSAGES, he claims to physically alter the landscape with the power of suggestion.”
From 1980 to 1983, a man named Eldon Byrd ran the Marine Corps Nonlethal Electromagnetic Weapons project. He conducted most of his research at the Armed Forces Radiobiology Research Institute in Bethesda, MD.
“We were looking at electrical activity in the brain and how to influence it,”he says. …. Byrd even ran a small project that used magnetic fields to cause certain brain cells in rats to release histamine. In humans, this would cause instant flu-like symptoms and produce nausea. “These fields were extremely weak. They were undetectable,” says Byrd.
“..You could disable a person temporarily,” Byrd hypothesizes.
19) NON-LETHAL WEAPONS IN CIVIL LAW ENFORCEMENT
WASHINGTON POST 3/23/94 reported: “The Pentagon and the Justice Department have agreed to share state-of-the-art Military technology with civilian law enforcement agencies, including exotic ‘non- lethal’ weapons.”
In March, 1993, the National Institute of Justice [NIJ] –(an office of Janet Reno’s Justice Department), issued a report titled: “NIJ Initiative On Less-Than-Lethal Weapons.” The Department is now encouraging local and state police organizations to utilize Soviet- KGB psychotronic, electromagnetic and mind control weapons against their local citizenry.
The report stated: “Short-term research will be completed TO ADOPT MILITARY TECHNOLOGIES TO USE BY DOMESTIC LAW ENFORCEMENT … including LASER, MICROWAVE, AND ELECTROMAGNETIC” WEAPONS.
Alexander first became known to the public through his December, 1980 MILITARY REVIEW article titled, “THE NEW MENTAL BATTLEFIELD.” That article clearly described the LETHAL nature of many of the so-called “non-lethal” weapons.
In the Oct-Nov., 94 NEXUS MAGAZINE: “Directed- energy weapons currently being deployed include, for example, a microwave weapon manufactured by Lockheed-Sanders and used for a process known as ‘Voice Synthesis’ which is REMOTE BEAMING OF AUDIO (i.e., VOICES OR OTHER AUDIBLE SIGNALS) DIRECTLY INTO THE BRAIN OF ANY SELECTED HUMAN TARGET. This process is also known within the U.S. Government as “Synthetic Telepathy”
This psychotronic weapon was demonstrated by Dr. Dave Morgan at the November, 1993 Non-Lethal weapons conference.
Dr. Steve Aftergood of the Federation of American Scientists (FAS) also noted that non-lethal weapons have been linked to “mind control” devices.
20) LASER GUNS AND INFRASOUND GENERATORS
The April 1994 issue of Scientific American carried an article entitled “Bang! You’re Alive” which briefly described some of the known arsenal of “Less Than Lethal” weapons presently available. These include laser rifles and low-frequency infrasound generators powerful enough to trigger nausea or diarrhea. Steve Aftergood of the Federation of American Scientists (FAS) noted that non-lethal weapons have been linked to “mind control” devices and that three of the most prominent advocates of non-lethality share an interest in psychic phenomena.
Beside radio-frequency, the microwave weapon, infrasound, chronal gun, and laser gun can also be used to induce death on the victims (by inducing disease such as kidney, liver, gall-bladder dysfunction and lung disease, etc. Then, the operatives can kill these victims by inducing organ failures on the victims and make it look like they died from natural causes.
Infrasound weapon uses the very low frequency wave and creates “BONE-CONDUCTING SOUND WAVES that cannot be offset by protective gear” because you can hardly feel it.
21) INTELLIGENCE OVERSIGHT ACT OF 1980
“In 1980, the US Senate passed the Intelligence Oversight Act of 1980. This bill includes establishing no standards for covert operations or employment of academics, clergymen or journalists as spies or informers and no penalty for the public disclosure of agents working for the US” ( _CIA_ by Brian Freemantle, p. 73).
Under this Oversight Act, intelligence agencies can construct a national surveillance system (like the plan submitted to President Nixon in 1971) as long as it can be covertly operated. If this national surveillance system was constructed, it would be used to augment the life control surveillance system. It will be used to track the people’s movements and their vehicles. This system would be used to expand the capabilities of the Life Control Surveillance System to track the movement of people.
22) “NEW WORLD ORDER & ELF PSYCHOTRONIC TYRANNY” by C. B. Baker
The June-July, 1989 issue of the West German scientist publication, RAUM & ZEIT carried an article by Dr. W. Volkrodt, titled: “Can Human Beings Be manipulated By ELF Waves.” The article stated: “The technical principal of receivers for electromagnetic waves is fully analogous with biological information and communications systems. If several thousand of the hundreds of billions of nerve cells in our brain resonate with man-made centimeter waves, the carrier frequency has to be suppressed when the signal is passed on to the synapses.”
“To overcome cell membranes, living organisms use electrochemical processes involving sodium and potassium ions. This suppresses the carrier frequency in the high-frequency range just as the demodulation circuit does in man-made receivers. What remains is the signal impressed on the carrier frequency, e.g., in the low frequency ELF range. This is also the frequency range at which our own nervous system normally works.”
“Using these frequencies, the nerve fibers convey pain sensations, the feeling of hungry, tiredness, nausea, and signals on the sense of balance to points in the brain which invoke these stages in a awake consciousness.”

Predicting the use of so-called “non-lethal” psychotronic weapons to support the U.N. occupation of America, the 1988 article stated: “Government authorities and the military would have to overcome no insurmountable difficulties to modulate carrier frequencies with ELF signals in existing centimeter radio-relay links. … AN ARMY OF OCCUPATION COULD THEN MANIPULATE A NATION’S ABILITY TO MAKE DECISIONS IN CONFUSING POLITICAL SITUATIONS OR DISABLE UNDESIRABLE ACTIVITIES” (the militias of loyal American resistance forces). “ELF-modulated microwave transmitters employed in this way could also serve to obviate the use of force” (non-lethal weapons).
“AN ENTIRE NATION CAN BE GRADUALLY SUBJUGATED PSYCHICALLY by the means of long-term radiation using ELF-modulated centimeter waves…
In July, 1972, President Lyndon Johnson’s former science adviser, Dr. Gordon J. F. MacDonald testified before the House Subcommittee on Oceans and International Environment. Commenting on the discoveries in low-frequency research, Dr. MacDonald stated: “…The basic notion there, was to create within the cavity between the electrically charged ionosphere in the higher part of the atmosphere and conducting layers of the surface of the earth, this neutral cavity, TO CREATE WAVES, ELECTRICAL WAVES, THAT WOULD BE TUNED TO THE BRAIN WAVES. The natural electrical rhythm of most mammalian brains, including man, IS ABOUT 10 CYCLES (HERTZ) PER SECOND, and there are indications that if you tune in at this frequency, that is, these low frequencies of about 10 cycles per second, YOU CAN PRODUCE CHANGES IN BEHAVIORAL PATTERNS OR IN RESPONSES.”
The above information has proven that the specially designed ELF (at 10 cycles per second) can be used to change human thoughts and behavior.
Besides the ELF can be used input subliminal message, the special frequency of 7 hertz ELF can also be used as weapon to torture and then kill targeted person.
23) FATE MAGAZINE also reported on a fall, 1991 article by Emil Fedorovich Bachurin, that was published in two issues of the MOLODAYA GVARDIA MAGAZINE: “The information demonstrates the kinds of weapons that fall under the heading of ‘Psychotronic Weapons’.” Bachurin described the psychotronic devices as “dreadful.” A human being becomes a silent cog in a hellish machine of all-devouring fear. AN INDIVIDUAL’S BRAIN CAN BE SUPPRESSED, ACTIVITIES CURTAINED, and such an individual WILL SUBMIT TO ANY WISH OF THE OPERATOR. … Bachurin list several types of ‘psi-oruzhiye’: “The first, most effective, well known, destructive type, tortures the victim and then kills him. It is based on Very low frequency RADIATION” (very similar to the so-called “non lethal” psychotronic devices now being pushed by the Justice Department)–“7 hertz ELF in frequency. The human brain and peripheral nervous system cannot withstand such directed radiation. … The secret of putting it to proper use is finding the right screening emitter…”
“Application of directed, high power microwave and ultrasound radiation is the principle between the second type of psi-weapons. Although these are two separate concepts, each one affects the nervous system equally effectively: humans lose sleep. Insomnia wrecks a human being and such weapons can be made portable.”
“The third type of psi-oruzhiye involves several systems: chronal emitters, chronal guns, pyramid sets, and some cavity structures. What is being generated is electromagnetic radiation that conforms to brain frequencies” (such as the 10 hertz ELF signals generated by the Russian Woodpecker system of Tesla Magnifying Transmitters). “Such radiation, when directed at the target, can be used to suggest and transmit anything, any feeling–love, hate, euphoria, anger, anguish, and suicidal thoughts. The psi-generators can be used for remote transmission.”
“Creators of such generators designed to shield the operator’s brain. If hit directly, the victim loses his will power, and should the person be excited or think intensely about something at the time of the attack, the victims suffer cerebral thrombosis.”
Furthermore, the huge amount of artificial ELF (around the world on the upper atmosphere of sky) will definitely change the electromagnetic pattern in sky of earth, therefore, the specially designed ELF can also be used to change (control) weather.
The author of _Weather Companion_, Gary Lockhart commented that “We can artificially influence the earth’s aurora with a relatively small amount of energy, and we know that outbursts of northern lights do change weather patterns.” (page 199 on Wiley & Sons Inc. N.Y.)
24) WEATHER ENGINEERING AND MANIPULATION
In addition to the electromagnetic weather-engineering created by the Russian Woodpecker, U.S. H.A.A.R.P.-like ionospheric-heating ELF transmitters, and the GWEN tower network of VLF transmitters, the U.S. Government is now utilizing space vehicles to help fine-tune current weather-engineering methods.
The Sept. 26-Oct. 2, 1994 DEFENSE NEWS reported that the U.S. Air force has a master space plan for “weather control”. “Advances in technology” have resulted in weather modification being made a part of the Air Force’s planning. DEFENSE NEWS reported that details on the weather-control plan are “classified and will not be released Air Force officials said.”
The 10 pulses per second (10 hertz–cycles per second) is IN THE EXACT SAME PRIMARY ELF FREQUENCY THAT HAS BEEN TRANSMITTED FOR MANY YEARS BY THE SOVIET WOODPECKER TESLA-MAGNIFYING-TRANSMITTERS. The ten pulses per second ELF waves have been utilized for weather war attacks against America since July 4, 1976. Further, the space shuttle’s and aircrafts’ 10 CYCLES PER SECOND ELF FREQUENCY IS IN THE HUMAN BRAIN’S ALPHA WAVE RANGE AND HAS BEEN SPECIFICALLY UTILIZED FOR MIND ZAPPING FOR MANY YEARS.
The above information (Defense News) has proven that Air Force does have the weather control plan. Therefore, the huge amount of ELF generated by HAARP can be specially designed to control weather. According to Air Force officials, the weather control section of their report is classified and won’t be released (see page 78 on _Angels Don’t Play This HAARP_).
25) ANGELS DON’T PLAY THIS HAARP – by Dr. Nick Begich
The international Committee of the RED CROSS has a report in the mid-1994. Concerning of the so called “nonlethal weapon” are used within the country, this report especially document the research of the nonlethal weapon.
In another section of the report, “Future Weapon Using High Power Microwaves” are discussed at length, this section describes microwave frequencies, for HAARP developed for use in weapons against machine and people.
One of the uses described is an Electromagnetic pulse (EMP) weapon which gives an operator the same ability to wipe out electronic circuits as a nuclear blast would provide. The main difference is that this new technology is controllable, and can be used without violating nuclear weapon treaties. This section of the report then described energy levels needed for the following to occur:
“Overheats and damages animals issue.” “Possible affect nervous system.” “Threshold for microwave hearing.” “Causes bit error in unshielded computer.” “Burns out unprotected receiver diodes in antennas.”
The effects are based on radio-frequency radiation being pulsed ” between 10 and 100 pulses per second”. The report confirmed that nonlethal effects were being researched (including damage to human health).
These currents can be modulated by high transmitters so that they could be made to act as little antennas. The way these weapon work was clearly described when the report note their effect on machine.
The above information has proven that the HAARP can support the energy, EMP (electromagnetic pulse) weapon and ELF in entire world. Therefore, the mind control operators can use the EMP weapon to destroy any electric system of car, computer, machine, etc.
Based on following information from Red Cross, the High power microwave (HPM) weapon can be used as EMP weapon and is controllable. According to an international Red Cross document, this HPM weapon can be used as EMP (Electromagnetic Pulse weapon) “which give an operator the same ability to wipe out electronic circuits.
26) BEHAVIOR MODIFICATION from Page 205 of Dr. Victorian’s Mind Controllers
The latest development in the technology of induced fear and mind control is the cloning of the human EEG or brain waves of any targeted victim, or indeed groups. With the use of powerful computers, segments of human emotions which include anger, anxiety, sadness, fear, embarrassment, jealousy, resentment, shame, and terror, have been identified and isolated within the EEG signals as ’emotion signature clusters.’ Their relevant frequencies and amplitudes have been measured. Then the very frequency/amplitude cluster is synthesized and stored on another computer. Each one of these negative emotions is properly and separately tagged. They are then placed on the Silent Sound carrier frequencies and could silently trigger the occurrence of the same basic emotion in another human being.

The below patent describes technology used for behavior modification through TV, computer monitors, video, and DVD programming. 27) INVISIBILITY CLOAKING TECHNOLOGY APPLICATION
This invisibility technology must have been used by invisible operatives in the White House. According to news reports, documents which dealt with Hillary Clinton’s activities in Whitewater & subpoenaed by Ken Starr disappeared in the offices of White House. However, the documents suddenly re-appeared in one of the offices (in 1996) after this event had been tracked by Ken Starr & news reports for a few years.
Obviously none of the White House staffs would dare to hide these documents subpoenaed by the independent council. That’s because the involved staffs must be secretly investigated after the document disappeared. Since there was no evidence to be found, it has shown that the involved staffs have passed the investigation. Therefore, the logical explanation is that the invisible operatives used the invisibility technology on these documents in order to take them. Their goal is to create distrust between either the White House and its staff, or between Ken Starr and the White House. However, these invisible operatives returned them to an office table of the White House in 1996 after these documents’ disappearance were reported across the country.
